Designing The German Market Forum

How German TSOs foster the dialogue with electricity market stakeholders

As key actors in the German Energiewende, the four German TSOs are tasked with many and far-reaching changes in the German energy landscape. To build a sustainable and future-proof market design, TSOs aim to work closely with all stakeholders involved. In 2020, the TSOs joined forces to foster an open dialogue with their stakeholders. Magnus Energy was asked to support them in bringing this vision to life.

Key figures

  • Four German TSOs: 50Hertz, Amprion, TenneT, TransnetBW
  • Launched in 2020
  • 1.200 registrations by 2023
  • Entering its 6th edition in 2025

Context | A turning point in market design

Germany’s shift towards renewable energy – the Energiewende – is transforming every layer of the electricity system. Germany’s four TSOs are tasked with many and far-reaching changes in the German energy landscape. To build a sustainable and future-proof market design, TSOs aim to work closely with all relevant stakeholders: energy suppliers, market participants, network operators, associations, and authorities.

Approach | Designing a forum for shared understanding

In 2020, the TSOs joined forces to foster a shared dialogue with all their stakeholders and asked Magnus Energy for support. The goal? To organise an online forum – the Strommarkt-Forum (German Market Forum) – that is both informative and interactive, focused on where Germany is now, and where both national and European electricity market reforms are going.

To do that, our experts worked closely with the TSOs to:

  • Clarify the objectives: understanding the expectations and wishes of each TSO and aligning on the TSO’s common objectives of the event
  • Create a balanced agenda: co-designing a varied program that consists of updates on current TSO initiatives, regulatory changes, and technical/future challenges, with room for interactive sessions where stakeholders can raise issues, debate, and share solutions. Whilst European developments were incorporated into the conversations, national topics are the main focus.
  • Ensure continuity: after the first edition, each subsequent forum built on lessons learned and added further improvements.

Result | An engaging platform

The German Market Forum quickly established itself:

  • The first edition (2020) was very well received by participants, who valued the opportunity to discuss the challenges and potential solutions for the ‘Energiewende’. It improved mutual understanding, uncovered new solutions, and helped to anticipate upcoming changes.
  • Over time, interest grew steadily. By 2023, the forum saw 1.200+ registrations. In 2025, it will host its 6th edition.

The German Market Forum has now firmly established itself as an annual, widely recognised event within the German energy market landscape.

“The Strommarkt-Forum is known as THE industry event of the 4 TSOs. We’ve been involved in organising this dialogue from the start. And again, it proved a very effective way to engage stakeholders in the German power market to work on the future of energy together.” – Christiane Stut, Magnus Energy
